Early Learning Neighborhood Collaborative (ELNC) is the umbrella organization for a placed-based initiative that leverages neighborhood-based organizations to deliver services that support families and successful early education. Through the educational standards and technical support that ELNC provides, ELNC partners are empowered to deliver high-quality, impactful preschool and parent programs. The Collaborative consists of the following seven organizations: Baxter Community Center; New Hope Baptist Church; SECOM Resource Center; Steepletown Neighborhood Services; The Other Way Ministries; and United Methodist Community House.

Since its formation in 2012 ELNC has utilized a systems thinking approach to develop neighborhood, family based solutions to the problem of our children entering kindergarten not fully prepared and ready to learn. Our results speak for themselves- we have provided technical assistance and secured the necessary financial resources for our partners to renovate and open a total of 20 new classrooms, intentionally designed and located to serve over 300 children living within our most vulnerable neighborhoods, each year.

In March of this year, ELNC received a Notice Of Award from the Federal Department of Health and Human Services to provide Early Head Start Child Care Partnership(EHS/CCP) services for 88 vulnerable children. Please note that this project involves multiple sites and requires EHS/CCP staff to travel, on a regular basis between sites and their ELNC Hub Office. In addition, staff will be expected, when necessary, to use their personal cell phones for agency related business. ELNC staff salaries have been adjusted to reflect additional compensation for local mileage and personal cell phone use.

ELNC is seeking culturally competent and qualified people to fill the following positions: EHS/CCP Program Director; EHS/CCP Program Manager; EHS/CCP Education Specialist; Human Resource Coordinator; Fund Development Coordinator; Finance Coordinator; and Data Quality Assistant.

EHS/CCP PROGRAM DIRECTOR

FULL TIME- SALARY (EXEMPT)

SUMMARY OF JOB: EHS/CCP PROGRAM DIRECTOR is responsible for assuring that all the Head Start program mandates and standards for excellence are met on a daily basis. This position is responsible for the overall structure, systems and procedures to facilitate program excellence in addition to operating responsibility for fiscal, legal, and programmatic aspects of the program. The Early Head Start Director will provide the program with leadership and ensure management functions are properly implemented.

ESSENTIAL JOB FUNCTIONS: Staff Management; Resource Management; Program Planning and Implementation; Observation, Analysis, Planning and Documentation; Communication; Professionalism and Leadership

MINIMUM REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s Degree in Early Childhood Education, and a minimum of five years’ professional leadership/management and supervisory experience preferably in educational non-profit. Significant experience in administration, including knowledge of State licensing requirements and Head Start Performance Standards. Strong knowledge of best practices and systems in the field of early childhood

EHS/CCP PROGRAM MANAGER

FULL TIME- HOURLY (NON-EXEMPT)

SUMMARY OF JOB: EHS/CCP PROGRAM MANAGER oversees the EHS Education Specialist and is responsible for the overall management of the program ensuring that EHS classroom teachers receive support in all areas of classroom environment, curriculum development, inclusion, interest-based learning, and building responsive relationships with infants and toddlers. In addition, EHS Program Manager is responsible for the management of EHS classroom volunteers and tracking time spent in the classroom per EHS guidelines.

ESSENTIAL JOB FUNCTIONS: EHS Curriculum support; EHS Assessment; Program Management; and EHS Classroom Volunteer Management

MINIMUM REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree Early Childhood Education, Child Development or related field and 3 years’ experience working with vulnerable children and families- preferably Infants & Toddlers.

EHS/CCP EDUCATION SPECIALIST

FULL TIME- HOURLY (EXEMPT)

SUMMARY OF JOB: EEHS/CCP EDUCATION SPECIALIST provides coaching and mentoring support to the EHS classroom teachers of partnering sites in all areas of classroom environment, curriculum development, inclusion, interest-based learning, and building responsive relationships with infants and toddlers. In addition, EHS Education Specialist will also assist in the management of EHS classroom volunteers and tracking time spent in the classroom.

ESSENTIAL JOB FUNCTIONS: Coaching& Mentoring; Program management support; and EHS Classroom Volunteer Management

MINIMUM REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree Early Childhood Education, Child Development or related field and 3 years’ experience teaching and in an Infant & Toddler program.

ECE TRAINING AND TECHNICAL ASSISTANCE MANAGER

FULL TIME- SALARY (NON-EXEMPT)

SUMMARY OF JOB: ECE TRAINING AND TECHNICAL ASSISTANCE MANAGER under the direction of the Associate Director, implements and maintains training and technical assistance (T/TA) development systems and procedures; delivers and coordinates training and provides technical assistance so that all staff have the necessary skills and knowledge to ensure children are school ready and prepared to transition to kindergarten; and monitors the Early Head Start Child Care Partnership (EHS/CCP) T/TA plans and activities.

ESSENTIAL JOB FUNCTIONS: Staff Recruitment, Hiring, Orientation and Training Process; Personal Records Maintenance; and Miscellaneous Administrative Support.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s Degree in Business Management/Human Resources or related degree, and two years Human Resources/Personnel work experience.
